The Government has been urged to introduce a system of licensing for letting
agents in a bid to stop red tape ruining the private rental market.

The Association of Residential Letting Agents (Arla) warned the sector has
been hit by continuous implementation of small pieces of legislation, and
while the changes are not arduous in themselves, they are increasing the
burden of administration on the sector.

Arla president Robert Jordan warned the growing burden of red tape could
drive responsible landlords out of the market altogether.

He suggested that a system of licensing all letting agents would be the best
way to stamp out bad practice in the sector.

"This is a very great worry, because if agents are not already involved and
qualified they could be a risk to the market. Unqualified agents, together
with amateur landlords, are responsible for the majority of problems in the
private rented sector," he said.
