The controversial Home Information Packs scheme has been extended to cover
one and two-bedroom properties.

Everyone in England and Wales wishing to sell a home now needs to complete
one of the packs, which contain an energy performance certificate and
searches details.

The Government brought in the legislation in an effort to cut the number of
transactions that fall through at the 11th hour, but critics claim HIPs add
to the cost of moving and provide little benefit.

They first came into force for homes with four or more bedrooms in England
and Wales on August 1, and three-bedroom properties followed on September
10.

But home condition reports, which were originally envisaged to be part of
the packs, are now only voluntary.

The Royal Institution of Chartered Surveyors claims 300,000 properties will
be wiped off estate agents' books as homeowners resist paying up to £500
just to see how much they can sell their property for.
