Estate agents have urged the Government to reconsider plans which will
prevent homeowners from putting their property on the market unless they
have compiled a home information pack (Hip).

The call has been made by Splinta (Sellers' Pack Law is Not the Answer), a
pressure group, which claims that such a move would be an infringement of a
homeowner's personal liberty to sell a property at will.

At the moment, sellers can market their property as soon as they have
ordered one of the packs. However, from June 1 they will not be able to put
their home up for sale until they actually have a Hip.

Splinta believes that because the packs take several days to assemble,
sellers who want to begin marketing their property straight away will face a
delay.

Nick Salmon, leader of Splinta and a fellow of the National Association of
Estate Agents, said: "(Housing minister) Caroline Flint has inherited the
poison chalice of Hips from her predecessor, Yvette Cooper, and we sincerely
hope that she will take a pragmatic and intelligent view about the scheduled
change to the regulations."
